Prof Sam is a life-long learner for more than 35 years. He has gone through the various possible pathways to become a qualified engineer, builder, and also a mathematician/scientist.

Prof Sam obtained his First Degree in Civil Engineering from the University of Melbourne in Australia. Later, he completed his postgraduate degrees from various local & overseas Universities including the National University of Singapore (NUS) and the Nanyang Technological University (NTU).

Prof Sam has also completed various external examinations by self-study : Cambridge Higher School Certificate, LCCI Business Statistics, RSA Quantitative Methods for Business, The Society of Engineers , UK Part 2 (Civil Design) and Part 3 (Management) and The Council of Engineering  Institutions, UK Part 2 (Now : The Engineering Council).

Prof Sam has been very active in many professional bodies. In 1980 he initiated the formation of the Singapore Institute of Engineering Technicians (SIET – later renamed as the Singapore Institute of Engineering Technologists) and served in the Executive Council for almost 20 years. [website：www.siet.org.sg. He was awarded the SIMMS Medal by the Society of Engineers, UK in 1985. Currently he is  the local representative of the Association of Building Engineers, UK , and Member, Engineering Advisory Board for the BEng(Mechanical & Manufacturing) Program in Singapore for the University of South Australia. He has been a ‘Professional Interviewer’ for various UK Professional Bodies for registration as ‘Incorporated Engineer (IEng) , Chartered Engineer (CEng) and Chartered Builder.

In April 2005, he was conferred the Honorary (Life) Professorship of Civil Engineering of Western Mindanao State University (WMSU)[Established in 1904] in Philippines in recognition of his distinguished services and contributions to the engineering profession in general and in Civil Engineering in particular.
